Offline access

With offline access, learners can use course material even when they are not connected to the internet. This is a fantastic inclusive feature because it enables users to learn on-the-go and revisit course information anytime they need to, with no barriers.

As mentioned you could allow users to download PDF’s, videos and other course materials locally, however another option is to develop your own app in order to sync up learners' activity once they go back online. Using Experience API (xAPI) is another option, which similarly allows learners to save data locally and then it syncs up when they are back online. With xAPI videos are also protected via Data Rights Management (DRM), which would prevent video sharing between enrolled users and those who are not paying for your course.
